Call to integrate climate change strategies into annual policies

KATHMANDU: In a significant move aimed at enhancing climate resilience across Nepal, the Ministry of Federal Affairs and General Administration (MoFAGA) has formally requested all 753 local governments to incorporate national goals and programs focused on climate change adaptation and mitigation into their annual policies and plans. This initiative follows a directive from the Office of the Prime Minister and Council of Ministers, underlining the urgency of addressing climate change at the local governance level.
As communities across Nepal face increasing threats from climate change, including erratic monsoon patterns, rising temperatures, and extreme weather events, the MoFAGA's directive serves as a crucial step in fostering local-level action. The integration of climate-related strategies into local policies is expected to empower municipalities to tailor responses to their unique environmental challenges, ensuring that national goals resonate with ground realities.
According to the MoFAGA, local governments play a pivotal role in implementing climate change policies. By aligning their plans with national goals, we not only strengthen local resilience but also contribute to the broader vision of sustainable development in Nepal. The MoFAGA's request emphasizes the importance of local engagement in tackling climate issues that directly impact communities, such as food security, water management, and disaster preparedness. By integrating climate adaptation and mitigation strategies into their policies, they can develop tailored solutions that are more effective than one-size-fits-all approaches.
The effectiveness of this initiative will depend on the resources and training available to local governments. Many local bodies lack the technical expertise and financial resources required to implement comprehensive climate strategies. The government must ensure that these entities are adequately supported to make meaningful progress.
The request from MoFAGA is also aligned with Nepal’s commitments to international climate agreements, including the Paris Agreement and the Sendai Framework for Disaster Risk Reduction. By embedding climate goals into local governance, the country seeks to enhance resilience and reduce vulnerability among its population, particularly in rural areas where communities are often the most affected by climatic shifts.
